The Technical Standards and Safety Authority’s Safety and Risk Officer independently reviews and assesses the way we administer our public safety responsibilities under the Technical Standards and Safety Act.
She prepares public reports on our safety activities and performance.
She also prepares reports for any safety matters that she, the TSSA Board of Directors, or the Minister of Public and Business Service Delivery and Procurement identifies as being in the public interest.
The Safety and Risk Officer position was established when amendments were made to Ontario’s Technical Standards and Safety Act. She reports directly to TSSA's Board of Directors. Her responsibilities are outlined in the Memorandum of Understanding between TSSA and the Minister.

Angela Byrne was appointed as Ontario’s Safety and Risk Officer by the TSSA Board of Directors in October 2019, for an initial three-year term. Her term has since been extended to October 2024. With decades of expert knowledge in enterprise quality and risk management, as well as internal audit and assurance practices, Byrne is responsible for independently reviewing and auditing TSSA’s administration of its public safety responsibilities.
A Chartered Professional Accountant (CPA) and Certified Management Accountant (CMA), she holds certifications in risk management assurance, internal audit and information systems auditing.
Prior to 20 years of audit and risk consulting, she spent nearly 15 years working for various provincial government offices, including the Ministry of Community and Social Services, Ministries of the Solicitor General, Correctional Services and the Attorney General, and the Ministry of Community and Social Services. She also served as a part-time faculty member in accounting and marketing at Georgian College of Applied Arts and Technology and Centennial College of Applied Arts and Technology for close to a decade.
