The Technical Standards and Safety Authority (TSSA) offers a national service to assist with design registration across Canada or in selected provinces outside of Ontario.
Pressure equipment must be registered in each province or territory where it will be used. National Service allows the design of boilers and pressure equipment and fittings to be registered in multiple jurisdictions. There is a nominal administration fee for each Canadian Registration Number (CRN).
Since January 1, 2020, design reviews conducted by provinces and territories in Canada are mutually recognized by those jurisdictions participating in the Reconciliation Agreement for the Canadian Registration Number for Pressure Equipment. The agreement enables the mutual recognition and standardization of design reviews conducted by participating jurisdictions, making the system more streamlined and efficient. Participating jurisdictions include British Columbia, Manitoba, Northwest Territories, Nova Scotia, Ontario, Prince Edward Island, Québec, Saskatchewan, and Yukon.
How to Register for National Service
Step 1: Determine the following:
The type of non-nuclear pressurized equipment type you want to register
For use in Ontario only or in multiple jurisdictions across Canada
Step 2: Complete the Request for a Canadian Registration Number (CRN) in Multiple Jurisdictions (pdf) application form and provide the required supporting documents
Step 3: Prepay and submit the completed application form and supporting documents through one of the following ways:
Applications and supporting documents should be sent to bpv_registrations@tssa.org if payment is made by cheque or wire transfer
OR
The application form and supporting documents should be uploaded and sent to TSSA’s Prepayment Portal if payment is made by credit card via the Prepayment Portal
Step 4: TSSA acknowledges receipt of the application package and assigns an engineer to review the application
Step 5: If the design-registration application is approved, TSSA will send the applicant a registration package along with a CRN. If the application is incomplete, TSSA will request the applicant to provide the required information. This can delay the application process.
Boilers and Pressure Vessels (BPV) Registration
Please refer to Electronic Submission for instructions on how to register boiler and pressure-vessel designs with TSSA’s National Service. Electronic submissions of the following documents are required for National Service of boiler and pressure vessel designs.
Complete the Request for a Canadian Registration Number (CRN) in Multiple Jurisdictions application form electronically. Please note specific jurisdictional requirements are identified depending on the jurisdictions selected.
One set of drawings and one set of calculations must be stamped by an Ontario licensed professional engineer according to the following applicable guidelines:

Guidelines for the Registration & Inspection of BPVs Manufactured in USA for Use in Ontario
Guidelines for the Registration of BPVs Manufactured Outside Canada/USA for use in Ontario
One copy of a valid Quality Program Certificate for the vessel manufacturer
Designs of vessels over 20 feet requiring registration in British Columbia must include seismic calculations
Fitting Registration
To register fitting designs with TSSA’s National Service, please refer to Electronic Submission instructions. Electronic submissions of the following documents are required for National Service fitting designs.
Complete the Request for a Canadian Registration Number (CRN) in Multiple Jurisdictions application form electronically. Please note specific jurisdictional requirements are identified depending on the jurisdictions selected.
One set of documentation* (calculations or drawings) as set out in the Guidelines for the Registration of Non-Nuclear Fittings in Ontario
One copy of the scope of registration for multiple fitting designs (for example, a catalogue)
One copy of a valid Quality Program Certificate for each fabrication plant if not covered under a centralized Quality Program Certificate.
A signed and notarized TSSA Statutory Declaration – Registration of Fittings
Two original, signed and notarized Uniform Statutory Declaration Form for the Registration of Fitting Designs (required only if the registration includes Prince Edward Island, Nova Scotia, New Brunswick, Newfoundland and Labrador, Yukon, Northwest Territories and Nunavut). Hard copies are to be mailed to TSSA head office.

The following fees apply to National Service applications:
Ontario-Only Services
National Service: Total fees for National Service could exceed $3,500. Fees vary depending on the complexity of the design.
The application must include a deposit of CDN$1,200 (an administrative fee of $500 has been included) plus applicable taxes which is required for each CRN registration. Any fees over and above the deposit amount will be invoiced at the time it was incurred.
